Have you ever read the brochure Owners, take care of the safety of your lift! , drawn up by the FPS Economy for lift owners and managers, containing all the explanations about the modernization of the lift? Basically, this brochure reminds that unfortunately there are still fatal accidents with elevators every year in Belgium. This is the reason why Minister Kris Peeters decided in 2017 to intensify the safety control of elevators. The inspection services will shut down lifts that are not fitted with a car door or an electronic safety curtain.

OBLIGATIONS FOR THE OWNER OR MANAGER

Owners are required to have their lifts checked regularly by external bodies. The inspection services will now systematically check lifts that were not in order during these checks. If owners do not upgrade their elevators in time, those elevators can be shut down and owners risk fines. Unmodernized elevators have a significantly higher accident risk. The following actions must be carried out to demonstrate the conformity of the lifts: • Have preventive maintenance carried out regularly by a maintenance company; • Have regular preventive inspections carried out by an SECT (External Services for Technical Inspections); • Have a risk analysis carried out by a SECT every fifteen years; • Have modernization work carried out by a specialized firm, if necessary; • Compile and keep a file which must be accessible to interested parties and which includes in particular all the documents relating to maintenance, inspections and modernization. ;

The Royal Decree of 2003 distinguishes three deadlines for modernization, depending on the date of commissioning

Elevator compliance process


1. Order a risk analysis from an external technical inspection service (SECT)2. Request a quote from a lift contractor in order to remove the remarks made in the risk analysis3. Get the work done 4. Have the work accepted by the same inspection body that established the risk analysis5. If no remark is issued by the controller, the regularization certificate is issued
